Charleston Has 3,383 Hotel Rooms Approved and Not Yet Built. The 50-Room Limit Is Back Up for Debate.

The city’s draft Peninsula Plan recommends considering a change to the 50-room limit on new hotels south of Calhoun Street. Any change would not touch the 3,383 hotel rooms already approved and not yet built, or the 1,000 more approved for the Magnolia site. With Charleston hotels running above 80% occupancy, those rooms are coming either way, and each one will need cleaning every day it sells.

What the Peninsula Plan proposes for hotels

In October 2026 the City of Charleston shared draft elements of its Peninsula Plan. One recommends considering a change to the 50-room limit that applies to new hotels south of Calhoun Street, and it was shown to residents in a public open survey. Other draft recommendations, including a short-term rental policy, are slated for a public forum in November.

In an October 14 editorial, the Post and Courier says a change would not affect hotels that are already approved, but would restrict the sites left for larger hotels. Nothing has gone to City Council yet. It is a draft recommendation, not a rule.

Charleston’s hotel pipeline: the numbers

The same editorial counts what is already in the pipeline:

3,383 approved hotel rooms not yet built
About 1,000 more rooms approved for the Magnolia site
More than 5,000 hotel rooms already operating on the peninsula

Demand is holding up. Colliers put Charleston market occupancy at 80.3% in the second quarter of 2026, with upper-upscale and luxury rates above $400 a night, the highest recorded. The Cooper, on the waterfront, sells rooms above $1,000 a night.

The limits have a long history. The 50-room cap grew out of an ad hoc hotel task force’s recommendations, and in 2019 the city capped full-service hotels on the peninsula at four more, with an affordable housing fee attached.

What 4,000 more rooms mean for hotel housekeeping

Every approved room becomes a daily cleaning job once it opens. If all 4,383 approved rooms were open and selling at the second quarter’s 80.3% occupancy, that would be about 3,500 more occupied rooms on an average night, each needing a checkout clean or a stayover service and a set of clean linens.

Those rooms will be staffed from the same labor pool that already supplies Charleston’s hotels. Nationally, housekeeping is still the hardest hotel job to fill. Hotel housekeeping staffing in 2026: the data.

Opening or expanding a Charleston hotel: plan housekeeping early

If your property is in the pipeline, housekeeping is easier to set up before opening than after the first full weekend:

Set a room count per attendant for your room mix and stayover share. Rooms per attendant, worked through
Budget by cost per occupied room, not headcount. How to work out cost per occupied room
Plan linen par before the first guest arrives. Hotel linen par levels
